Gujarat Pollution Control Board has released a circular for exemption from printed copy of submission of manifest for transportation of hazardous waste under Rule-19 under Hazardous and Other Waste (Management and Transboundary Movement) Rules-2016.
According to Rule-19 under Hazardous and Other Waste (Management and Transboundary Traffic) Rules-2016, 7 different copies of the manifest must be made during the transportation of hazardous waste, out of which (Copy 1) of the manifest by the waste generator and (Copy 5) of the manifest by the actual user/disposal facility to be submitted at SPCB At present its hard copy is submitted in the board by the industrial units.
The Board has implemented an online manifest system to streamline the monitoring system of transportation of hazardous waste which is fully implemented in a mandatory and competent manner for the unit.
Efforts are being made by the Board towards reduction of paper consumption, which is encouraged by the following decision for manifest records.
1. Physical copy/hard copy of the online manifest is not required to be deposited in the board in case of hazardous waste originating from the state industry and disposed of at an authorized facility/industry in the state itself.
2. If the hazardous waste has been transported/finally disposed of in another state, after final disposal by the actual user/cement industry of the other state, the physical copy/hard copy of the manifest has to be deposited in the board following the procedure as per the rules.
