Central Pollution Control Board has been released direction to the all State Pollution Control Boards under Section 5 of the Environment Protection Act, 1986 regarding implementation of guidelines for EPR on Plastic Packaging.
Guidelines on EPR for Plastic Packaging were notified by MoEF&CC on February 16, 2022 in Schedule – II of 4th amendment of Plastic Waste Management Rules, 2016.
As per section 4 of the above Guidelines, “The following entities shall be covered under the Extended Producer Responsibility obligations and provisions of these guidelines namely: (i) Producer (P) of plastic packaging; (ii) Importer (I) of all imported plastic packaging and / or plastic packaging of imported products; (iii) Brand Owners (BO) including online platforms/marketplaces and supermarkets/retail chains other than those, which are micro and small enterprises as per the criteria of Ministry of Micro, Small and Medium Enterprises, Government of India.; and (iv) Plastic Waste Processors”. All of these have to register on the centralized portal developed by Central Pollution Control Board. CPCB has developed the Centralized portal for registration of Producers, Importer and Brand-owners (PIBOS) & Plastic Waste Processors (PWPS). And issued directions to all Plastic raw material manufacturers not to supply plastic raw material directly to producers engaged in manufacturing of plastic packaging who have not obtained valid Registration from CPCB/SPCB/PCC on the Centralized EPR Portal.
CPCB also issued advisory to all Plastic raw materials manufacturers to supply plastic raw materials based on provision of proof of submission of application for registration on EPR portal to producers in MSME/informal sector till March 31,2023 as per deliberations held during EPR Appraisal Committee Meeting.
