CPCB’s Action on Single-Use Plastics (SUP) Ban Implementation
The Central Pollution Control Board (CPCB) has released a notice regarding the enforcement of the ban on Single-Use Plastics (SUPs), as mandated under the Plastic Waste Management Rules. The ban, effective from July 1, 2022, prohibits the manufacture, import, stocking, distribution, sale, and use of several SUP items, including polystyrene and expanded polystyrene. The goal is to mitigate environmental harm and promote sustainable practices.
Identified SUP Items Under the Ban
The banned SUP items include earbuds with plastic sticks, plastic sticks for balloons, plastic flags, candy sticks, ice cream sticks, and polystyrene (thermocol) used for decoration. Additionally, plates, cups, glasses, cutlery (such as forks, spoons, and knives), straws, trays, and wrapping films around sweet boxes, invitation cards, and cigarette packets are also part of the ban. Moreover, plastic or PVC banners thinner than 100 microns and stirrers are included in this list.
Stricter Regulations for Plastic Carry Bags
Under the new rules, carry bags made from virgin or recycled plastic must have a minimum thickness of 75 microns starting September 30, 2021. This thickness requirement will increase to 120 microns from December 31, 2022.
Inspection and Enforcement by CPCB
During inspections in Bhagalpur, Bihar, in April and May 2023, CPCB identified shops selling plastic-coated and other banned SUP items. These items were found to be supplied through clandestine means. Contact tracing led to the identification of 77 suppliers and manufacturers across multiple states. CPCB has directed ongoing inspection drives in collaboration with State UDDs to identify manufacturers and suppliers involved in the illegal trade of banned SUPs.
Strict Actions and Future Directives
CPCB has mandated strict actions such as closure, revocation of consent, and environmental compensation for violating industrial units. The list of identified suppliers and manufacturers is available for download via the CPCB website.
