SWM Annual Return Fees: CPCB Guidelines 2026
Introduction
The SWM Annual Return Fees guidelines issued by the Central Pollution Control Board (CPCB) establish a fee framework for obligated entities using the centralized online portal under the Solid Waste Management Rules, 2026. The guidelines cover registration and annual return processing for specified waste management entities.
Who Must Pay the Applicable Fees?
The fee mechanism applies to obligated entities covered under the SWM Rules, 2026. These include Bulk Waste Generators (BWGs), operators of solid waste processing facilities, entities involved in sorting recyclable or non-recyclable waste at Material Recovery Facilities, certain industrial units and Waste-to-Energy plants, RDF plants, MRF-cum-RDF plants and sanitary landfill operators.
Local bodies, State Governments and the Central Government remain exempt from the portal use fee under the guidelines.
Registration and Annual Processing Fees
For BWGs, the registration fee depends on the waste generation category and whether the entity is a residential society, institutional user or commercial user. The registration fee ranges from ₹1,000 to ₹10,000. The annual processing fee equals 25% of the applicable registration fee.
For sanitary landfills, registration fees range from ₹2,000 to ₹7,000 depending on capacity. Similarly, applicable solid waste processing facilities and other covered entities must pay registration and annual processing fees according to their prescribed capacity or category.
The SWM Annual Return Fees must be paid electronically through the centralized online portal. The applicable registration and annual fees are shared between CPCB and the concerned SPCB/PCC in a 50:50 ratio.
Key Compliance Requirements
Eligible entities must provide complete and accurate information, obtain registration, pay applicable fees and submit annual returns within the prescribed timeline. Annual returns generally need to be filed by 30 June each year.
Entities should also review their registration details when capacity or operational information changes. Non-registration, non-payment, delayed returns or incorrect information may lead to appropriate action under the SWM Rules, 2026.
Understanding SWM Annual Return Fees is therefore important for organizations planning timely registration, payment and annual return compliance.
