Revised Green Belt Criteria: MoEFCC Industrial Norms & Standards

Understanding the New MoEFCC Framework

The Ministry of Environment, Forest and Climate Change (MoEFCC) has notified the revised green belt criteria to rationalize afforestation requirements for industrial estates and standalone manufacturing facilities. Superseding earlier blanket provisions, this regulatory framework balances industrial land allocation with ecological protection by linking green cover requirements directly to industrial pollution potential.

Norms for Greenfield Industrial Estates

Under the new mandate, estate developers must designate a minimum of 10% of total estate land as common dense green cover with a plantation density of 2,500 trees per hectare. Furthermore, individual member facilities within industrial parks must maintain designated green belts on their plots:

  • Red Category: 15% green belt area

  • Orange Category: 10% green belt area

  • Green & White Categories: Optional with no mandatory threshold

Standalone Units Outside Industrial Estates

For industrial units operating outside designated industrial parks, the revised green belt criteria set compliance levels based on the sector’s Air Pollution Score

  • Red Category: 25% for high air-polluting sectors  and 20% for other operations.

  • Orange Category: 20% for air-polluting facilities, and 15% for other units.

  • Green Category: 10% where, remaining optional for other sectors.

  • White Category: Fully optional across all locations.

Units in Critically Polluted Areas (CPAs) and Severely Polluted Areas (SPAs) must develop a 40% green belt.

Species Selection and Compliance Monitoring

Proponents must plant multi-tier native, pollution-tolerant species and ensure regular watering and survival care for at least five years. Adhering to the revised green belt criteria requires submitting half-yearly progress reports and drone imagery to State Pollution Control Boards and MoEFCC Integrated Regional Offices.
