1. Applicability of the Guidelines
These Standard Operating Procedures (SOPs) apply to:
- Recyclers: Entities engaged in the recycling and re-refining of used oil.
- Co-Processors: Industries using used oil as an alternative fuel or raw material.
- Used oil types covered: Hydraulic oil, transformer oil, turbine oil, brake oil, compressor oil, lubrication oil, engine oil, and thermal fluids.
All Recyclers and Co-Processors must register on the CPCB EPR Portal for compliance.
2. Step-by-Step Registration Process
Step 1: Sign-Up on the EPR Portal
- Visit https://eprusedoil.cpcb.gov.in
- Create a login ID by providing:
- Company details (GST, PAN, IEC, CIN)
- Authorized person’s credentials
- Entity type (Recycler/Co-Processor/Importer/Producer)
Step 2: Submission of Registration Form
The application consists of six sections:
- General Details (Company, registration, and authorized person details)
- Recycling Equipment & Laboratory Facilities (Machinery, staff, lab accreditation)
- Geo-Images of Facility (GPS-tagged photos of recycling/co-processing sites)
- Pollution Control Devices (Details of air, water, and noise pollution control measures)
- Declaration of Compliance (Self-certification of adherence to EPR rules)
- Payment of Fees (Based on processing capacity)
Step 3: Upload Required Documents
- GST Certificate
- PAN & CIN Documents
- Import Export Code (IEC) Certificate
- Consent to Operate (CTO) from SPCB/PCC
- Process Flow Diagram & Material Balance Sheet
- Annual Reports for the last 3 years
- Geo-tagged photos & videos of facility
Step 4: Approval & Certificate Issuance
- CPCB reviews applications within 21 working days.
- If any information is missing, applicants will be notified through the portal.
- Once verified, a digitally signed Registration Certificate is issued online.
3. Registration Fees
Fees are based on processing capacity (Metric Tonnes per Annum – MTA):
- > 20,000 MTA – ₹75,000
- 10,000 – 20,000 MTA – ₹50,000
- 5,000 – 10,000 MTA – ₹35,000
- < 5,000 MTA – ₹25,000
4. Late Fee Mechanism & Amendments
- If an application is returned due to missing details, applicants can resubmit without any penalty within the stipulated period.
- If re-submission is delayed, a late fee will be applied (details to be updated by CPCB).
- Amendments to registration details after 21 days will incur a ₹10,000 processing fee per change.
5. Revocation of Registration & Penalties for Non-Compliance
CPCB may revoke registration under the following conditions:
- False declarations or misrepresentation of data
- Failure to meet recycling targets
- Environmental violations
- Non-compliance with pollution control measures
Penalties may include:
- Suspension of registration for up to 5 years
- Environmental compensation charges
- Legal action under the Environment Protection Act, 1986
