India-Japan Carbon Mechanism: Understanding the New Implementation Rules
The India Japan Carbon Mechanism introduces a structured framework for implementing greenhouse gas mitigation projects between India and Japan. The newly issued Rules of Implementation establish how both countries will collaborate to reduce emissions, generate carbon credits, and promote sustainable development while supporting the objectives of the Paris Agreement.
Purpose of the Mechanism
The mechanism enables governments and public or private entities from India and Japan to implement climate mitigation projects in India. It covers greenhouse gases such as carbon dioxide, methane, nitrous oxide, HFCs, PFCs, SF6, and NF3. The framework also defines important concepts, including mitigation outcomes, business-as-usual emissions, project emissions, and JCM credits.
How Carbon Credits Are Generated
Under the India Japan Carbon Mechanism, carbon credits are calculated by comparing reference emissions with actual project emissions. The Joint Committee determines credit sharing after evaluating technical and financial contributions made by both countries. The mechanism also prevents double counting by ensuring that the same mitigation outcomes cannot receive credits under another carbon credit system.
Project Registration Process
Project participants begin by submitting a Project Idea Note (PIN). They then prepare a Project Design Document, Sustainable Development Implementation Plan, and undergo validation by an approved Third-Party Entity. After successful registration, participants monitor project performance, verify emission reductions, and request the issuance of JCM credits.
