GHG intensity compliance targets 2026: Rules and Industry Update

The GHG intensity compliance targets 2026 update follows India’s Greenhouse Gases Emission Intensity Target (Amendment) Rules, 2026, notified through G.S.R. 794(E) dated 7 September 2026. The amendment updates the Second Schedule of the Greenhouse Gases Emission Intensity Target Rules, 2025 and substitutes entries for petroleum refinery and textile sector obligated entities. The rules come into force from publication in the Official Gazette.

What the 2026 Amendment Changes

The amendment follows the 2025 framework covering aluminium, cement, chlor-alkali and pulp and paper, and the January 2026 expansion covering secondary aluminium, petroleum refinery, petrochemical and textile sectors. The latest notification specifically replaces petroleum refinery and textile entries in the Second Schedule.

Updated GHG Intensity Targets

For petroleum refineries, the revised schedule provides entity-specific baseline crude throughput, baseline GHG emission intensity and targets for compliance years 2025-26 and 2026-27. The schedule identifies obligated entities by name, address, state and registration number.

For textile entities, the amendment provides baseline equivalent major product output, baseline GHG emission intensity and targets for the specified compliance years. The notification contains detailed entity-wise tables, including manufacturing facilities in Gujarat and other states.

Compliance Implications for Industries

The GHG intensity compliance targets 2026 update is relevant to obligated entities covered by the revised Second Schedule. Companies should verify their registration number, baseline data and applicable target against the amended schedule. They should align emissions monitoring, production data and internal compliance records with applicable GHG emission intensity requirements.

Effective Date

The rules take effect from publication in the Official Gazette. Industries covered by the revised entries should review the notification and assess their compliance data for the applicable years. The GHG intensity compliance targets 2026 update is therefore an important reference for environmental compliance teams reviewing entity-specific emission intensity obligations and planning future emissions performance improvements.
