Draft Rules for Amendments to Static and Mobile Pressure Vessels (Unfired) Rules, 2016

On August 13, 2024, the Ministry of Commerce and Industry issued a notification proposing draft amendments to the Static and Mobile Pressure Vessels (Unfired) Rules, 2016. These draft static mobile pressure rules aim to update the regulatory framework governing the inspection, testing, and certification of pressure vessels.

The proposed amendments introduce a new fee structure for inspections and certifications by Inspectors, Competent Persons, or Third Party Inspection Agencies (TPIA). Specifically, the fee for stage-wise inspection and certification under Rule 13 is set at ₹4,000 per pressure vessel. Additionally, appraisals of design and fabrication drawings will cost ₹2,000 each. Moreover, periodic testing fees for various pressure vessels—including aboveground horizontal or vertical vessels, Horton spheres, and transport vessels—will range from ₹3,000 to ₹5,000.

These amendments aim to streamline the regulatory process and ensure pressure vessel safety and integrity across industries. Consequently, the public can submit objections or suggestions within 30 days from the publication date in the Official Gazette.
