Draft Guidelines for EPRETPPP Authorization and Functioning

The Ministry of Environment, Forest & Climate Change (MoEF&CC) has updated the Plastic Waste Management (PWM) Rules to introduce an Electronic Trading and Settlement Platform for Plastic Packaging (EPRETPPP). The Central Pollution Control Board (CPCB) is tasked with creating guidelines for authorizing agencies to set up this platform, as outlined in the draft Plastic Waste Management guidelines, which will facilitate the trading of Extended Producer Responsibility (EPR) certificates among obligated entities.

Key Highlights of the Draft Guidelines:

1. Eligibility for Operators: To be authorized as an EPRETPPP operator, companies must be incorporated under the Companies Act, have at least 10 years of experience, and meet specific financial and technological criteria. They must also maintain a positive net worth and have experience in managing a national-level online trading system.

2. Functioning and Trading: The EPRETPPP will provide a secure platform for trading EPR certificates, with transactions limited to direct exchanges between registered entities. It will facilitate transparent price discovery through Uniform Price Auctions and Continuous Price Markets, enhancing the efficiency of EPR compliance.

3. Regulatory Oversight and Compliance: The CPCB will regulate the platform, supported by an independent auditor to ensure compliance, data integrity, and cybersecurity. The platform must adhere to strict governance, risk management, and transparency standards.

4. Feedback and Next Steps: Stakeholders are invited to provide feedback on the draft guidelines by September 12, 2024. The finalized guidelines will ensure structured operations of EPRETPPP, fostering effective plastic waste management and recycling.

These guidelines aim to create a robust framework for managing plastic waste under the Draft Plastic Waste Management, encouraging responsible production and recycling practices among stakeholders.
