Annual Return Filing Extension for FY 2024-25: What PIBOs and PWPs Must Know
The Central Pollution Control Board (CPCB) has released an important notice on Annual Return Filing Extension, and the update affects all registered Producers, Importers, Brand Owners (PIBOs), and Plastic Waste Processors (PWPs). Since compliance deadlines change often, this update helps everyone stay aligned. Moreover, the Annual Return Filing Extension impacts reporting schedules. And, because this extension affects many regulated entities, the Annual Return Filing Extension deserves immediate attention.
CPCB Extends the Annual Return Deadline for FY 2024-25
CPCB issued a notice on November 13, 2025, to clarify the updated timelines. Earlier, PIBOs had to file their Annual Returns (AR) by 30 June 2025, while PWPs had to file them by 30 April 2025. However, because many entities requested more time, CPCB extended these timelines.
Then, CPCB issued two Office Memorandums on 27 June 2025 and 29 July 2025. As a result, the AR deadline for PIBOs shifted to 31 July 2025, and for PWPs, it moved to 30 September 2025.
Yet many entities still needed more time. Hence, CPCB finally extended the AR filing deadline for both PIBOs and PWPs to 30 November 2025.
Who Must File Before November 30, 2025?
CPCB attached a list of entities (Annexure-I) that have not completed their AR filing for FY 2024-25. These entities must file their ARs on or before November 30, 2025, without fail.
Furthermore, if they miss this extended deadline, they must pay Environmental Compensation (EC). And this EC will be imposed under the Guidelines for Assessment of EC to be levied for violations of PWM Rules.
Why Timely Filing Matters for PIBOs and PWPs
Timely filing avoids delays, compliance issues, and penalties. Since CPCB monitors EPR compliance closely, entities must stay updated. Also, submitting ARs ensures transparency. Additionally, it strengthens the national plastic waste management system. Therefore, all PIBOs and PWPs should complete filing without waiting for another extension.
Who Is Exempted from This Notice?
CPCB clearly mentioned that entities that already filed their ARs for FY 2024-25 do not need to take any further action. This notice applies only to non-compliant entities.
