National Coastal Mission 2.0: Key Guidelines & Compliance
The National Coastal Mission 2.0 introduces a structured framework for planning, approving, implementing and monitoring coastal projects across India. The Ministry of Environment, Forest & Climate Change issued the Implementation Guidelines in September 2026 to strengthen ecological protection, project accountability and sustainable coastal development.
What Does National Coastal Mission 2.0 Cover?
The guidelines establish requirements for project proposals, Detailed Project Reports (DPRs), technical appraisal, statutory clearances, financial management and project implementation. Projects must demonstrate measurable outcomes, sound technical planning, ecological sustainability and financial prudence.
The DPR must include project objectives, baseline information, technical design, implementation plans, financial details, procurement strategy, monitoring arrangements and risk management. Environmental and social safeguards also form an important part of the project framework.
Environmental and Regulatory Compliance
Implementing agencies must identify applicable statutory obligations and clearances, including requirements related to environmental clearance, Coastal Regulation Zone (CRZ), forests and wildlife, where applicable. The guidelines also require an Environment Management Plan covering climate risks, biodiversity protection, mitigation measures and monitoring indicators.
Community participation also plays an important role, particularly where projects affect coastal livelihoods. Project planning should address vulnerable groups, stakeholder engagement and grievance redressal mechanisms.
Monitoring, Funding and Accountability
National Coastal Mission 2.0 follows a centrally funded model, with budgetary support of ₹767 crore for 2025–2031. The Central Pollution Control Board serves as the Central Nodal Agency for the mission’s financial management, while fund utilisation remains subject to monitoring through PFMS.
The framework also establishes monitoring, evaluation and reporting requirements covering financial discipline, measurable outcomes, transparency and legal compliance.
Why It Matters for Organisations
National Coastal Mission 2.0 gives implementing agencies a clearer compliance and accountability framework. Organisations involved in coastal projects should review DPR requirements, statutory approvals, environmental safeguards, financial controls and monitoring obligations before starting implementation.
