India’s Environment Audit Rules, 2025 introduce a framework for environmental audits and auditor registration. The new Environment Auditor RPL Certification guidelines provide a Recognition of Prior Learning (RPL) route for professionals seeking certification for Category I audits covering Environmental Clearance (EC), CRZ, ICRZ and IPZ.

Who Can Apply for Certification?

Applicants must be Indian citizens and hold a Bachelor’s, Master’s or Doctoral degree from an institution. Experience depends on education. A Bachelor’s degree in Science requires 12 years, a relevant Master’s degree or specified engineering qualification requires 10 years, while a relevant Ph.D. requires 8 years. At least five years must involve relevant field experience.

Environment Auditor RPL Certification Process

The EADA will invite applications through public notices and its designated portal. It will verify documents, evaluate eligibility and issue a category-specific Certified Environment Auditor (CEA) certificate to successful applicants. Applicants must submit education records, experience evidence and identity proof.

From CEA to Registered Environment Auditor

A valid CEA certificate allows an individual to seek registration as a Registered Environment Auditor (REA). The applicant needs laboratory support and equipment for audits. Certification or registration remains valid for five years, subject to conditions.

Eligibility for REA Firms

A firm or body corporate can register as an REA Firm if it has at least two full-time CEAs, a functional office and laboratory facilities. The firm must maintain at least two CEAs per registered category to retain registration.

What Audits Can REAs Conduct?

Individual REAs may audit Category B projects and CRZ, ICRZ and IPZ clearances. REA Firms may audit Category A and Category B projects as well as CRZ, ICRZ and IPZ clearances.

The Environment Auditor RPL Certification framework creates a formal pathway for experienced professionals to enter the regulated audit system and support environmental compliance verification under the new regulatory framework.
