CNG CBG Mobile Refueling Compliance: 2026 Rules Explained

The CNG CBG mobile refueling compliance requirements have changed with the Gas Cylinder (Third Amendment) Rules, 2026. The Ministry of Commerce and Industry issued G.S.R. 831(E) on 21 September 2026. The amendment adds specific conditions for CNG and CBG Mobile Refueling Units (MRUs) under Form G of the Gas Cylinders Rules, 2016.

Key Requirements for CNG/CBG MRUs

The amendment establishes clear ownership and approval requirements. A CNG MRU must belong to an authorised City Gas Distribution company, while a CBG MRU must belong to a licensee under Form E and F. The MRU assembly must include approved storage cascades, dispensing systems, piping, hoses, pressure-regulating devices, safety fittings, an Emergency Shut Down (ESD) system, operating procedures and emergency response arrangements.

Safety and Operational Controls

The rules require a fail-safe, manually operated ESD system at least two accessible locations. Operators must maintain prescribed safety distances during dispensing. For storage cascades up to 4,500 litres, the minimum distance from buildings and boundaries is 4 metres; above 4,500 litres, it is 5 metres. MRUs exceeding 10,000 litres require specific permission from the Chief Controller.

The dispensing area must prevent unauthorised access. Smoking, open flames, mobile phone use, hot work and unauthorised electrical equipment are prohibited in the area. Trained and authorised personnel must directly supervise refueling and filling operations.

Emergency Planning and Records

The CNG CBG mobile refueling compliance framework also requires periodic cylinder, hose and leak testing. Each site must maintain a site-specific emergency plan, communicate it to operators and test it through periodic mock drills.

Licensees and CGD entities must maintain records covering filling, dispensing, pressure readings, vehicles, operators, leak checks, ESD checks, hose testing, maintenance, defects, repairs and incidents.

What Industries Should Review

Organisations operating or planning CNG/CBG MRUs should review their approvals, equipment, safety distances, training records, emergency arrangements and operational documentation against the amended requirements. The CNG CBG mobile refueling compliance requirements will be effective from the date of final publication in the Official Gazette.
