Marble Slurry Management Rules: CPCB 2025 Guidelines
Introduction
Marble in September 2025. The guidelines address unregulated dumping of marble and granite slurry and promote its safe storage, transporta Slurry Management Rules have gained importance following the Central Pollution Control Board (CPCB) guidelines issuedtion and beneficial utilization. CPCB developed the guidelines following directions from the National Green Tribunal (NGT) in OA No. 164 of 2022.
Environmental Concerns from Slurry Dumping
Marble and granite processing generates significant quantities of slurry containing fine mineral particles and water. Uncontrolled dumping can contaminate surface water, groundwater and soil. Once the slurry dries, wind and vehicle movement can also generate particulate matter.
CPCB reports that marble processing generates approximately 20–25% slurry by block weight, with the slurry typically containing 35–45% water.
Key Management Requirements
The Marble Slurry Management Rules require processing units to arrange temporary slurry storage within their premises. Storage areas should have impervious HDPE or concrete lining to prevent seepage into soil and groundwater.
Industries should maintain records covering processed material, slurry generation, storage, transportation, tanker details and agreements with end users. Dedicated transport vehicles should use GPS tracking and remain properly covered to control spillage and dust emissions.
Utilization of Marble Slurry
CPCB identifies several utilization pathways, including cement manufacturing, road construction, geopolymeric concrete, hybrid composite products, binders, tiles, blocks and other building materials. Marble slurry can replace part of limestone in cement manufacturing, subject to material suitability and process requirements.
CTE, CTO and Compliance
The Marble Slurry Management Rules require marble and granite processing units to obtain CTE/CTO under the Water Act, 1974 and Air Act, 1981. Units must submit a slurry utilization plan, and SPCBs/PCCs should include the plan as a CTO condition and monitor compliance.
Effective implementation can help industries move from uncontrolled disposal toward traceable utilization and circular resource management.
