Revised White Category Guidelines Empower Cleaner Industries

Introduction

On 28 July 2025, the Ministry of Environment, Forest and Climate Change (MoEFCC) issued a significant notification revising the White Category industrial classification under the Water (Prevention and Control of Pollution) Act, 1974. This update, aligned with Central Pollution Control Board (CPCB) recommendations, promotes ease of doing business while reinforcing environmental safeguards. By clearly defining 54 non-polluting industrial activities, the government offers much-needed clarity for small and medium enterprises. The White Category industrial classification now enables smoother regulatory compliance, enhances transparency, and encourages growth in green sectors.

What Is the White Category?

The White Category includes industrial sectors that generate negligible pollution—having a pollution index (PI) score of up to 25. Unlike Red, Orange, or Green categories, these industries no longer require Consent to Establish (CTE) or Consent to Operate (CTO). Instead, they only need to inform the State Pollution Control Board (SPCB) or Pollution Control Committees (PCC) in writing.

Previously issued under GSR 703(E) dated 12 November 2024, the guidelines have now been amended through GSR 511(E), published on 28 July 2025, with clearer schedules and sector definitions.

1. Simplified Compliance

Industries under the White Category industrial classification no longer need cumbersome permissions. They must now only submit written intimation to SPCBs or PCCs. This drastically reduces delays and paperwork.

2. Updated Sector List

The revised list now includes 54 industrial activities such as:

  • Bicycle assembly

  • Organic manure blending

  • Solar power generation

  • Medical oxygen production

  • Paper pin manufacturing

  • Cold rolling mills (without heat treatment)

  • Soap manufacturing (without boilers)

Each listed activity undergoes dry, mechanical, or non-effluent-generating processes, thereby justifying its classification.

3. Exclusion Criteria

Activities with boilers, pickling, spray painting, effluent discharge, or combustion processes are excluded from this category. For example, paper manufacturing using pulp or dyeing operations in textiles fall outside the White Category.

  1. Check if your industrial process matches any of the 54 listed activities.

  2. Ensure that your process avoids boilers, chemical discharges, or effluent treatment units.

  3. Submit a formal written intimation to your State Pollution Control Board.

  4. Keep records of your operations and environmental safeguards for periodic inspection, if required.

  5. If your activity evolves or scales beyond the defined scope, re-evaluation under the Green, Orange, or Red category may become necessary.
