Four-Tier Categorization of Industries

  • E-waste recyclers using pyro/hydro processing

These industries are moderately polluting. They may involve water or air pollution but are controllable with standard measures.

Examples include:

  • Dairy units (with <100 KLD wastewater)

  • Pharmaceuticals (formulation units)

  • Stone crushers, food processing with boiler

Key Requirements:
Need both CTE and CTO, though processes for approvals are moderately stringent.

3. Green Category (21 ≤ PI < 40)

These industries have low pollution potential and do not require complex controls. Examples:

  • Rice mills

  • Poultry farms

  • Furniture manufacturing

  • Garment production (without dyeing)

Key Requirements:
CTE and CTO are required, but the process is simplified and less regulatory-intensive.

4. White Category (PI < 20)

Industries with no pollution potential. These are non-polluting or negligible-emission activities, typically home-based or low-scale industries.

Examples include:

  • Solar panel assembly

  • Wooden furniture (without spray painting)

  • Handloom weaving

  • Digital printing

  • Hosiery stitching

  • Candle or toy manufacturing

Key Privilege:
No need for CTE or CTO. Only an online intimation to GPCB is required, along with self-declaration as per SOP.
