Revised Environmental Standards for Primary Aluminium Industries (2025): Key Highlights and Implications

As the aluminium sector grows rapidly, its environmental footprint also draws increasing scrutiny. In a crucial move to tighten emission controls and align with sustainable development goals, the Ministry of Environment, Forest and Climate Change has notified the Environment (Protection) Fifth Amendment Rules, 2025, revising the standards for primary aluminium industries. This change, notified on 21st July 2025, will come into effect two years after its publication and replaces the older standards under Serial No. 36 of Schedule I of the Environment (Protection) Rules, 1986.

Standards for Forage Fluoride (Dry Weight Basis)

To assess long-term exposure impacts on flora:

  • 12-Month Average: 40 ppm

  • 2-Month Average: 60 ppm

  • 1-Month Average (2 Samples, 12 Days Apart): 80 ppm

Key Operational Requirements

  1. Stack Height: Must comply with Environmental Clearance or SPCB/ PCC consent—whichever is stricter.

  2. Fuel Standards: Only fuels with ≤1% sulphur (e.g., LDO, LSHS) are permitted.

  3. Continuous Emission Monitoring Systems (CEMS): Mandatory for particulate matter, SO₂, and flue gas flow.

  4. Aluminium Fluoride (AlF₃) Usage: Max. 20 kg per ton of aluminium produced.

  5. Forage Fluoride Monitoring: Conducted in high-exposure areas, drying samples at 60°C for 24–48 hrs.

  6. Effluent Standards: As per respective SPCB/ PCC consent.

  7. Industrial Boiler Standards: Existing notified standards apply to both refinery and smelter boilers.
